The e-Ticketing Pilot Scheme for fixed penalty tickets against illegal parking (Pol.525) was launched on March 16 in Wan Chai, Tseung Kwan O and Sham Shui Po police districts. It will be implemented in all other police districts by phases and will eventually involve around 340 traffic wardens.


The e-Ticketing system developed by Traffic Branch Headquarters (TBHQ) and Information Systems Wing digitalises the current hand-writing process to enhance the overall accuracy. The system involves using the "e525" mobile application installed in official smart phones to capture the data of offending vehicles, and a portable printer for issuance of Pol.525 on the spot.


Collaboration has been sought with the Transport Department. An encrypted QR code will be imprinted on vehicle licences to facilitate the extraction of vehicle data. To issue a ticket, the issuing officer can scan the QR code or input the registration number manually to extract the particulars of the offending vehicle. The "e525" mobile application will then automatically import information such as date, time and the issuing officer's details while the location will be generated automatically by GPS. The officer can also take photos at the scene to capture the details of the offence for evidential purpose before printing a Pol.525 using a portable printer.


The "e525" mobile application is also equipped with an e-record function, whereby the officer can input details relating to the ticket by keying in the words or using voice-to-text software. The e-record can be converted into a text file to facilitate the preparation of a statement. Upon completing the e-record, the officer only needs to make a brief record in his or her police notebook.


TBHQ has arranged e-Ticketing training workshops for all officers participating in the scheme to equip them with the knowledge and skills required to issue Pol.525 using the "e525" mobile application.
