The Operations Wing of New Territories South (OPS NTS) conducted a communications exercise, codenamed “WOODNEEDLE” on May 22, with a view to enhancing the response capability and communications between the Higher Command (HICOM) and District Operations Rooms (DORs) in NTS Region during major incidents.


The exercise simulated a series of disorderly incidents stemming from violent protests against a controversial policy promulgated by the Government. Scenarios included unlawful assembly, criminal damage, wounding, blockage of roads, occupation of MTR station entrances and bomb incidents which seriously disturbed social order and endangered public safety.


The exercise provided an invaluable training opportunity for enhancing the decision making capability, resources allocation, effective communication and information accuracy between HICOM and DORs in NTS Region.
