The Cyber Security and Technology Crime Bureau (CSTCB) has been organising cyber security seminars since 2016 to raise the cyber security awareness of critical infrastructures. In view of the outbreak of COVID-19, CSTCB hosted a cyber security webinar on the theme of “Proactive Cyber Defence: Prepare for challenges” on September 11. The webinar attracted the participation of about 400 cyber security professionals from various sectors, namely banking and finance, transportation, communications, government and public utilities.


In the opening remarks, Chief Inspector of CSTCB Chan Wai-sze stated that in response to the increasing trend of technology crimes in the first half of 2020, CSTCB held the “Fighting for Cyber Health Month” in August and arranged a series of publicity events with stakeholders to combat cyber threat actors by enhancing public awareness. In view of the increasing threats on cyber security and frequent internet activities under COVID-19 situation, critical infrastructures should adopt proactive cyber defence in order to minimise the risk of cyber attack. CSTCB will continue to cooperate closely with critical infrastructures to safeguard the cyber security in Hong Kong.


In the sharing session, Detective Inspector Lee Chi-yuen of CSTCB gave suggestions and shared observations on web vulnerability scanning. Director Dr Andrew Wat, Senior Manager Mr Ricky Leung and Engineer Mr Charles Lin of Cyber Security and Analytics of Hong Kong Applied Science and Technology Research Institute Company Limited were invited to speak on the cyber security risks brought by flexible and remote working arrangements. They also suggested best practices and preventive measures against phishing websites to reduce the risk of cyber attack.


The participants had active discussion in the question and answer session and welcomed the use of webinar in delivering information on cyber security. They applauded the webinar for strengthening their knowledge of cyber security amid the outbreak of COVID-19 and helping enterprises to formulate measures against cyber threats.
