The Force has always been attaching great importance to the integrity of our officers and implementing measures to develop a healthy integrity management culture within the Force. With a view to further strengthening our integrity management and taking proactive actions against misconduct, the Force established the Integrity Audit Action Group (IAAG) on May 29, 2020. The IAAG comprises 15 officers and reports to Assistant Commissioner (Service Quality), who will report directly to the Commissioner. The objectives of the IAAG include proactive investigation against serious misconduct and illegal activities involving Force members; timely identification and rectification of duty-related systemic risks; and enhancement of supervisory accountability.


Since establishment, the IAAG has been actively conducting research and implementing new integrity management measures. In July 2020, the IAAG implemented the first measure - Financial Declaration for Promotion Exercises, requesting officers who wish to be considered in the Promotion Exercise to submit a financial declaration together with the Promotion Report Form to prove their financial prudence. This measure has been implemented in the 2021/22 Senior Superintendent, Superintendent and Chief Inspector Promotion Exercises and will be gradually extended to the promotion exercises of Junior Police Officers at a later stage.


Besides, the IAAG will roll out the Drug Test Scheme in the fourth quarter of 2020, mainly covering serving officers and new applicants of sensitive posts. The Scheme will be implemented in different phases while the first phase will mainly include officers of Operations and Intelligence Divisions of Narcotics Bureau, Regional and District Anti-Triad Units, Regional and District Special Duty Squads and Dangerous Drugs Police Constables. The Scheme will be extended to cover police officers in other units at a later stage.


In October, Commissioner Tang Ping-keung led the Commissioner Rank Officers (CROs) to visit the Drug Test Centre at Caine House, Wan Chai. Throughout the visit, the Commissioner and the CROs were briefed on the Scheme and had undergone the drug test afterwards.


The IAAG will continue to actively implement the Force’s Strategy on integrity management, deepen the integrity culture of the Force, prevent misconduct so as to maintain public confidence in the Force.
