Auxiliary Police Constable Leung Lok-yiu was working on “A” Shift duty on October 11, 2020, performing normal beat patrol duty in support of her frontline regular counterparts. Little did she know that would be the day she first discharged OC Foam in the execution of her duty, thereby assisting in the apprehension of a suspect.

Regular training to prepare for a rainy day

Ms Leung and her colleagues were instructed to attend a scene of “Criminal Damage” on that day. When the regular and auxiliary police officers were conducting search and enquiry on a male, the male suddenly became emotional and assaulted the officers. During the struggle, Ms Leung immediately administered warnings on the male. After repeated warnings were ignored by the male, Ms Leung decisively discharged her OC Foam on the male, after which the male was successfully and efficiently subdued by Ms Leung and her colleagues.

Ms Leung recounted the incident, “I realised at the time that the suspect could have caused further harm to my colleagues or even myself, so I discharged the OC Foam on him, with a view to stopping his violent actions and calming him down.” Ms Leung recalled that she was not particularly nervous at that time. Her only thought at that time was ensuring the safety of her colleagues, assessing the risks at the scene and determining the most appropriate level of force commensurate with the situation in the shortest possible time. She was thankful to the professional Annual Continuation Training provided by Auxiliary Support Bureau, as a way for Auxies to refresh and refine their self-defence tactics as well as knowledge of the Use-of-Force Continuum. Her calmness and decisiveness as displayed in the course of her actions were down to the training that she receives annually.

Collaboration of Regulars and Auxies, Love of father and daughter

Ms Leung acknowledged her personal growth, as well as her increasing knowledge of and commitment to police work during Operation TIDERIDER. Over the past year, she recognised the importance of the collaboration and trust between the regular Police and Auxies, and the strong bond that has developed between them. Ms Leung shared many unforgettable stories of the excellent work carried out by regular and auxiliary officers, including an episode when she safely escorted a seriously injured regular colleague back to the police station. These memories have left a lasting but positive mark on both her police career and her life.

Last but not least, Ms Leung wished to thank her father, a retired Senior Police Constable and frontline veteran. Through his example, he has taught Ms Leung the meaning of Police sense of duty and mission from her young age, and the importance of each small role in the big picture.

Ms Leung joined the Hong Kong Auxiliary Police Force via the Auxiliary Undergraduate Scheme in June 2015, with five years’ service to date. Other than routine beat patrol duty, Ms Leung is also involved in assisting her Division’s administrative work and operational preparations. She firmly believes that every member could do the best they can in their positions to serve Hong Kong with honour, duty and loyalty.
