The Emergency Unit of New Territories South (EU NTS) and the Emergency Unit of Kowloon West (EU KW) conducted a joint exercise, codenamed “WESTWOOD” cum “CANDLEFISH”, on September 29, with an aim to enhance the capabilities and coordination of various frontline units in both Regions when dealing with serious crime.


The exercise simulated an armed robbery with the culprits fleeing the scene in a vehicle across NTS and KW Regions. Thus, Regional Command and Control Centres of the New Territories and Kowloon activated Operation EXIGENT. EU NTS and EU KW, together with officers of Regional Traffic Formations and Patrol Sub-units in the related divisions, swiftly tracked the culprits’ escape route and set up a number of observation posts. EU officers of both Regions eventually intercepted the culprits in Lantau and successfully neutralised the threat.


The exercise enhanced the coordination and interoperability between the two Regions, thereby boosting officers’ capabilities in situation appraisal, manpower deployment and effective communication when dealing with serious crime.
