In view of the public disorder incidents occurred at large shopping malls during Operation TIDERIDER, the Emergency Unit of Kowloon West (EU KW) and the Task Force Sub-unit of Sham Shui Po Division (TFSU SSPODIV) conducted an inter-departmental tabletop exercise, codenamed “Exercise OVERGREAT”, on November 27.


The exercise aimed to enhance the Force and relevant stakeholders’ preparedness and capability in dealing with all scales of public disorder incidents and familiarise the participants with the relevant protocols. The participating units included EU KW, Police Tactical Unit of KW, Traffic KW, SSPODIST, Railway District, Counter Terrorism Response Unit, the Fire Services Department, the security management of a university and a shopping mall.


The exercise simulated public disorder scenarios and terrorist attack at a shopping mall and in its vicinity. The participants conducted dispersal, arrest actions, counter-terrorism operations and evacuation, and handled casualties and other affected persons. After the exercise, the participants were invited to share their experience.


The exercise strengthened the capability of the frontline units to assess situations and communicate with other stakeholders, thereby enhancing their competence to respond to emergency incidents.
