The Force attaches great importance to animal welfare and strives to combat all acts of cruelty to animals. To enlist wider public support and participation in fighting against cruelty to animals, the Force is actively implementing the Animal Watchers Programme (AWP) to pool together the efforts of animal lovers at the community level. The AWP Central Advisory Board (CAB) has been established, with the first virtual meeting held on December 15, 2020 to formulate the blueprints for the project development.


The membership for the first term of AWP CAB comprises Assistant Commissioner (Information Systems) Kwan Chui-ching as Chairperson, Chief Superintendent (Support) Yau Siu-kei as Vice-Chairperson and 16 representatives of relevant government departments, animal welfare organisations, experts and community leaders as members. The AWP CAB will provide strategic advice and suggestions for the long-term development of AWP. Also, AWP has recruited around 200 animal lovers in the community through Regional Crime Prevention Offices as AWP Captains and AWP Watchers to disseminate messages on caring for animals and prevention of cruelty to animals.


A series of upcoming AWP activities are in the pipeline with the sole aim of bringing the message of “Protect Animals, Respect Lives” to the community. Please stay tuned for programme updates.
