Emergency Unit of Hong Kong Island (EU HKI) hosted a major incident exercise, codenamed “CLEARFLOW”, at Shek O Village on March 12. Over 100 officers from Emergency Unit and Police Tactical Unit of HKI Region, Chai Wan Division, Marine South Division and Small Boat Division, together with the Fire Services Department, Hong Kong St John Ambulance Brigade and other organisations, participated in the exercise.


The exercise simulated a series of flooding related scenarios resulted from inclement weather. People were trapped and injured by fallen trees while a person went missing after falling into the sea. The participating units were deployed to the site to conduct a search and rescue operation. Emergency vehicle access, a casualty collection point and a triage zone were also set up at the scene for initial medical treatment and assessment. The participating units worked together to handle affected persons and their family members and conduct investigation. The exercise boosted the participating units’ command and control capability as well as inter-departmental coordination in handling major incidents.
