The new office of the Inter-departmental Counter Terrorism Unit (ICTU) at the Police Headquarters commenced operation on May 25. On that day, Deputy Commissioner of Police (Operations) Mr Siu Chak-yee, Deputy Commissioner of Correctional Services Mr Wong Kwok-hing, Deputy Commissioner of Customs and Excise Ms Ho Pui-shan, Deputy Director of Fire Services Mr Yeung Yan-kin, Deputy Director of Immigration Mr Chan Tin-chee and Chief Pilot (Operations) of the Government Flying Service Mr Sze Wan-lung officiated at the opening ceremony and toured the facilities of the office.


On the same day, ICTU launched its website, the first comprehensive online platform in Hong Kong, to disseminate counter-terrorism (CT) information to the public. To enhance the public’s CT awareness, ICTU has launched the “Spot and Report” campaign to educate citizens on how to identify suspicious circumstances and encourage them to make use of the online reporting system on ICTU’s website to report any suspected terrorism-related information of non-urgent nature.


Established in April 2018, ICTU has been working on CT-related intelligence and strategic research, training, exercises, as well as public education and publicity to strengthen the collaboration among member departments and enhance Hong Kong’s CT capability. ICTU will continue to strengthen departmental CT preparedness and response capabilities to deter any form of terrorism. ICTU will also step up its efforts to enhance the public’s CT awareness and emergency response through public education campaigns and publicity.
