Accompanied by Director of Management Services Lam Hiu-tong, Assistant Commissioner (Service Quality) Tsang Yim-sheung and Chief Superintendent of the Complaints and Internal Investigations Branch Au Yeung Mun-yee, Chairperson of the Independent Police Complaints Council (IPCC) Ms Priscilla Wong and a delegation of nine members of IPCC visited the Ngau Tau Kok Police Station to observe the enhanced measures of the New Generation Report Room (NGRR) on December 6.


Officers introduced to the IPCC delegation the “e-Smart Check” system, which features digitised supervisory checks covering three high-risk areas of Bail, Property and Custody, and the rigorous compliance review mechanism performed by the “e-Alert System” and the “Monthly Report”, which allow frontline commanders to ensure high compliance rates and reinforce their supervisory accountability. The “e-Smart Check” was launched in the second quarter of 2021 to leverage technology in streamlining work procedures.


The NGRR programme has been implemented since 2010, with 12 Report Rooms from different formations upgraded for enhancing the safety of detainees and the privacy of the public, as well as strengthening the public’s confidence in the report room service. Divisional Commander of Ngau Tau Kok Division Tang Wing-tin briefed the IPCC delegation on the enhanced measures of the NGRR. Officers also demonstrated the self-service kiosk that has commenced service since November. The kiosk provides a fast and convenient way for the public to make lost property reports and reduces the workload of Report Room staff. Officers also introduced other enhanced measures, including an in-cell closed-circuit television system, an e-locker system, an e-cell check system, and padded Temporary Holding Areas and detention cells.


The IPCC delegation was pleased with the innovative improvements that could further enhance the service quality of the Force.
