On December 30, 2021, Commissioner Siu Chak-yee signed a Memorandum of Understanding (MoU) with the Privacy Commissioner for Personal Data Ms Ada Chung Lai-ling to step up cooperation between the Hong Kong Police Force (HKPF) and the Office of the Privacy Commissioner for Personal Data (PCPD) in combating doxxing-related offences. Covering a range of matters including referral of cases, joint investigations and mutual investigative assistance, the MoU established a framework for closer collaboration on policy as well as operational and training matters of both parties.


Since June 2019, HKPF and PCPD have received more than 4 000 doxxing cases towards judicial officers, government officials, police officers and their families. HKPF has been working with PCPD in active investigation, removal of doxxing messages, arrest and prosecution of a number of offenders for doxxing-related offences.


Following the Personal Data (Privacy) (Amendment) Ordinance 2021 (Amendment Ordinance) took effect on October 8, 2021, PCPD is authorised to carry out criminal investigations and prosecution; the Amendment Ordinance also strengthens HKPF and PCPD’s powers of investigation, removal of related messages and prosecution towards doxxing activities.


The MoU will further facilitate the cooperation and effectively coordinate efforts between the two parties under the Amendment Ordinance.
