To ensure effective utilisation of resources and manpower on the core duties of the Force, officers have all along executed the “No Police Response” (NPR) case classification policy. With a view to enhancing frontline officers’ understanding and capability in execution of the policy, Support Wing held the first online train-the-trainer course on April 8 for Report Room officers and briefed them on the background and execution procedure of the NPR policy. During the course, experience in communicating with informants was also shared. Officers agreed that the course improved their understanding on the policy and boosted their confidence in executing the NPR policy.
As an endeavour to deepening the understanding of officers and staff in the Regional Command and Control Centre and the Report Room on the NPR policy, the NPR Action Cards will be timely updated to assist officers in analysing the case information and taking appropriate follow-up action in a standardised and simplified manner. In general, when officers receive a minor and non-emergency report that should be handled by other departments, the case will be classified as NPR case. Officers will clearly explain to the informant on how to seek assistance via the government hotline or other channels, and if necessary, make online report via the e-Report Centre of the Police. Subsequent to the analysis by the experienced officers, no manpower or resource was required to be deployed in ninety-five per cent of the NPR cases in 2021. For those remaining NPR cases, since the cases involved criminal elements, affected traffic flow significantly or posed threat to lives and property of the public, officers were deployed to scene to handle the cases and rendered suitable assistance.
Support Wing will continue to organise relevant courses so as to strengthen officers’ capability in the effective implementation of NPR policy and efficient deployment of resources.
