The Exercise and Audit Division of the Major Incidents Bureau (MIB) organised the third Regional Higher Command Centres (HICOMs) and District Operations Rooms (DORs) training workshop at the Police College on May 26 and 27 to broaden the officers’ visions and enhance their capabilities in performing duties at HICOMs and DORs. The workshop, in which the pragmatic functions and responsibilities of HICOMs and DORs were explained, drew the participation of 23 officers at inspectorate level.


Guest speakers experienced in manning HICOMs/DORs from various formations were invited to share and discuss with the attendees of the workshop. A table-top exercise simulating a series of public events scenarios was also conducted to strengthen the participants’ confidence and communication skills in handling public events.


Upon the completion of the workshop, Senior Superintendent of MIB Leung Ming-leung presented certificates to the participants and concluded that the workshop facilitated the participants honing their command and communication skills, increasing their knowledge in Force procedures and heightening their awareness of situation assessment.
