YLDIST


Given the threats of flooding faced by the citizens in the District during rainy and typhoon seasons, Yuen Long District (YLDIST) launched Project Windbreak in 2020 to enhance the villagers’ understanding of relevant prevention and aftermath measures, and strengthen their response capability against disasters. YLDIST, together with the Hong Kong Observatory, Fire Services Department (FSD), Drainage Services Department, Civil Engineering and Development Department, Home Affairs Department (HAD), Civil Aid Service (CAS) and Hong Kong Jockey Club Disaster Preparedness and Response Institute, held a seminar on disaster response at Yuen Long Town Hall on July 7 to explain to the villagers how to get prepared for emergencies before rainy and typhoon seasons, and how to respond to and escape from disasters. Safety measures for reconstruction after disasters were also shared for the villagers to make precautions.


After the seminar, District Commander of YLDIST Ho Chun-chung led officers of YLDIST, FSD officers and volunteers, representatives from HAD and CAS, Junior Police Call (JPC) Honorary Presidents and members, Senior Police Call (SPC) Honorary Presidents and members, as well as Fire Safety Ambassadors, to visit several Yuen Long villages where flooding problem was more serious, and distribute to the villagers waterproof bags containing informative leaflets and lifesaving gadgets such as small torches and whistles. The JPC and SPC Honorary President Councils of YLDIST and members of the locality supported the project by donating a batch of life jacket to villagers for emergent use.


BORDIST


In windy and rainy seasons, the residents of Border District (BORDIST) could be threatened every now and then by floods, tree collapse and etc. Therefore, BORDIST launches Project Windguard again this year. A sharing session on emergency response to typhoon was held at Ta Kwu Ling District Rural Committee on July 6 jointly with the Hong Kong Jockey Club Disaster Preparedness and Response Institute, CLP Power Hong Kong Limited, Fire Services Department and Civil Aid Service. During the sharing session, knowledge about disaster prevention and skills for emergency responding were delivered to the village representatives of Ta Kwu Ling, Sha Tau Kok and Lok Ma Chau Divisions. BORDIST also shared information of the sharing session with various village chatting groups via instant messaging software to benefit more villagers. On July 12 and 13, officers of BORDIST, together with village representatives and Senior Police Call Captains, visited the villages which had been affected by the flooding problem and distributed waterproof bag with emergency gear to the villagers.
