To follow the Force’s strategic direction of “Embracing the use of technology for policing in the digital age”, and to enhance the officers’ knowledge about the use of technology, Information Systems Wing (ISW) will regularly organise tech-learning seminars in which experts from different IT fields will be invited to share their knowledge, latest developments and possible applications in policing operations.


The first seminar titled “Global Navigation Satellite System” (GNSS) was held at the auditorium of the Police Headquarters on August 24. In addition to officers of the Force numbering over 150, officers from Fire Services Department and Civil Aid Service also attended the seminar. The seminar was also live broadcasted on P-TV, attracting over 200 watchers.


Assistant Commissioner (Information Systems) Kwan Chui-ching said in the opening speech that GNSS positioning sits at the core of many Force IT systems, such as the Fourth Generation Command and Control Communications System (CC4) and “e525” mobile application for issuing electronic fixed penalty tickets against illegal parking. She added that the GNSS positioning is crucial to police daily operation and deployment in dealing with major incidents.


Professor Chen Wu, Head of the Department of Land Surveying and Geoinformatics of the Hong Kong Polytechnic University was invited to be the speaker. He has conducted research on GNSS for over 20 years. His research focuses on urban positioning infrastructure development, using multiple constellation GNSS to provide solutions for seamless positioning services in the dense urban area. Professor Chen shared the development of positioning technology and explained the main functions and technology of the Beidou System as well as the urban positioning, navigation and timing (PNT) system and how they could support accurate positioning in the urban area. In the Q&A session, participants discussed with Professor Chen actively on various topics about GNSS such as the differences between GPS and GNSS.
