The Convenor of the Non-official Members of the Executive Council, Mrs Regina Ip, inspected the passing-out parade for 24 probationary inspectors and 69 recruit police constables at the Hong Kong Police College on November 26.


In her speech, Mrs Ip praised the Police Force for its spirit demonstrated in encountering and overcoming challenges during difficult periods. She also thanked the Force for its contributions. She quoted the words reiterated by General Secretary Xi Jinping at the 20th National Congress of the Communist Party of China last month that Hong Kong had entered a new stage - getting “from chaos to governance” and “from governance to prosperity”. She believed that it was more important than ever for the Hong Kong Police Force to play its role in safeguarding the principle of “one country, two systems” and national security, as well as maintaining the long-term prosperity and stability of Hong Kong.


Noting that General Secretary Xi emphasised “strong youths make a strong country”, Mrs Ip said the Government has been attaching much importance to cultivating Hong Kong's young generations. The Government formally established the Security Bureau Youth Uniformed Group Leaders Forum in October to make recommendations on issues such as youth development across disciplined forces, national identity among the teenagers and national security.


Last but not least, Mrs Ip said that her previous posts in the government security regime over the past decades allowed her to understand profoundly that being a member of the Police Force is not only a job but also a mission – to be an excellent role model for young people who are willing to serve the society. She encouraged the graduates to keep their original aspiration, treat people with sincerity and work in a pragmatic and professional manner. She believed that they would be able to overcome difficulties and create their own police stories.


Former SFC licensed person left comfort zone to join the Force


Probationary Inspector Chan Yuk-ying reached her prime in the job market when she was promoted to a managerial post and became a licensed person of the Securities and Futures Commission. Attracted by the diversity and challenges of policing work, she made up her mind and left her comfort zone to join the Police Force. Her endeavours are finally awarded with the Baton of Honour and Commissioner’s Certificate of Academic Merit.
