To enhance the public’s understanding of digital policing and the image of the Hong Kong Police Force, the Information Systems Wing (ISW) in cooperation with the Crime Wing participated in the 2022 Hong Kong ICT Awards organised by the Hong Kong Computer Society with the “e154 App”, a software application for taking statement electronically. After two rounds of rigorous judging panel interviews, the e154 App has successfully won the 2022 Hong Kong ICT Awards - Certificate of Merit in Smart Business (Solution for Business and Public Sector Enterprise). The judging panel comments that the e154 App is digital transformation of paperless solution in the Hong Kong Police Force’s frontline operations. The Force has equipped frontline investigators with digital mobile devices (tablets and printers) for statement taking, which has enhanced the perceptibility and traceability for investigation of various cases. It constitutes a major milestone in digital policing.


Acting Chief Superintendent (Information Systems) Mohammed Swalikh Calvin received the award on behalf of the Force at the 2022 Hong Kong ICT Awards Presentation Ceremony held at the Hong Kong Convention and Exhibition Centre on November 16. He took pride in the Force’s innovative information technology solutions and high performance digital equipment provided to frontline officers that have greatly improved service quality. The award affirms the strenuous efforts of the Force. With the continued advancement of digital policing, the Force shall enforce law more effectively and efficiently to serve the public. With adroit utilisation of technology, the Force is committed to developing “Digital Policing” to support Hong Kong Smart City Blueprint. By means of technology, the Force hopes to make policing services more accessible for citizens, optimise work processes and strengthen investigation capabilities.


“e154 provides a one-stop mobile digital platform to assist investigators speeding up the process of taking statements with various functions, such as speech-to-text, Global Positioning System, map drawing and optical character recognition,” said ISW Systems Manager Wong Lai-kuen.


The Hong Kong ICT Awards were established in 2006, steered by the Office of the Government Chief Information Officer, and organised by Hong Kong ICT industry associations and professional bodies. The Awards aim at recognising and promoting outstanding information and communications technology inventions and applications, thereby encouraging innovation and excellence among Hong Kong’s ICT talent and enterprises in their constant pursuit of creative and better solutions to meet business and social needs.
