The Police College joined hands with the Service Quality Wing (SQ Wing) to organise the Fifth Force Research Award Scheme • Service Quality Award Scheme 2021 • Police Staff Suggestions Scheme 2021 Awards Presentation Ceremony at the Police Headquarters on November 22, with the attendance of Deputy Head of The Office for Safeguarding National Security of the Central People’s Government in the Hong Kong Special Administrative Region Li Jiang-zhou, Acting Commissioner Lau Chi-wai and the senior officers to present a total of 57 awards. The lists of awardees have been uploaded to POINT and Force Noticeboard.


Fifth Force Research Award Scheme


The Police College has organised the Force Research Award Scheme (FRAS) since 2008. FRAS aims to continuously enhance the Force’s professionalism by encouraging the application of systematic research. To raise the awareness of Force members on national security, the Police College launched the fifth FRAS with the theme of “National Security and Policing” in 2021. The response has been overwhelming, with over 130 police officers and civilian staff submitting 50 entries. A professional adjudication panel comprising Honorary College Advisors and Honorary Research Fellows, who are academics, professionals and retired senior officers, have picked nine winning entries after rounds of adjudication and moderation.


Three finalists presented their research findings at the ceremony to compete for the Best Presentation Award. A live-voting was conducted with “one person, one vote” cast by the attendees of the ceremony. Finally, Chief Inspector Tung Hei-man won the Gold Award while Chief Inspector Lai Hin-lun got the Silver Award. Chief Inspector Lui Wan-yin and Senior Inspector Ng Man-chun claimed the Bronze Award.


Service Quality Award Scheme


The Service Quality Award Scheme, organised biennially by SQ Wing, aims to promote a culture of quality service and citizen-centric approach in the police service, recognise the efforts and achievements of police formations in the pursuit of service excellence, and motivate formations and staff to pursue continuous improvement in police service delivery.


Nearly 40 teams from various formations took part in the latest scheme in 2021 and submitted the projects under five categories, namely General Service, Specialised Service, Regulatory Service, Crisis Support and Internal Support. To ensure the fairness of the adjudication process, seven prominent figures from the Force Committee on Service Quality and professional bodies formed the adjudication panel to assess the submissions using balanced and objective assessment criteria. 15 Gold, Silver and Bronze Awards and 20 Merit Awards were presented at the ceremony.


Police Staff Suggestions Scheme


The Police Staff Suggestions Scheme encourages staff to raise suggestions for improving or streamlining operational and managerial workflows so as to enhance service quality and the efficiency of the Force. In 2021, a record-breaking number of 519 submissions were received.


Nine accepted submissions including two Silver Award, three Bronze Awards and four Merit Awards for the Police Staff Suggestions Scheme were presented during the ceremony.
