The Police Negotiation Cadre (PNC) and the Hong Kong Mental Wellness Association co-organised the “Who Cares Wins” Book Launch at the Police Officers’ Club on November 21, 2022 to introduce two new books about the PNC: Communicate without judgement: 45 years PNC documentary written by a group of Police Negotiators in Chinese, and “Who Cares Wins”: The Art and Science of Crisis Negotiation. Hong Kong Police Negotiators’ Crisis Interventions – An Eight-Cs Model Embracing Passion, Nobility and Commitment (PNC) written by Dr Wong Kwong-hing and Ms Connie Lee Hamelin.


Guests of honour, namely Vice-Chairperson of the Hong Kong Special Administrative Region Basic Law Committee of the Standing Committee of the National People’s Congress Ms Tam Wai-chu, Under Secretary for Security Mr Cheuk Hau-yip, former Commissioner Mr Lee Ming-kwai and Mr Lo Wai-chung as well as Acting Commissioner Lau Chi-wai, officiated at the opening ceremony. Over 180 guests, community leaders and Police Negotiators joined the event.


“Each Police Negotiator embraces the core values of passion, nobility and commitment that empower them to defuse crisis and save lives,” Officer in charge of PNC Liauw Ka-kei shared with the audience in his opening speech. Former officer in charge Dr Gilbert Wong Kwong-hing highlighted the three key elements in a crisis negotiation: active listening, team work and stress management. Former Chief Inspector Ms Connie Lee Hamelin demonstrated the application of Dr Gilbert Wong’s eight Cs model in a crisis negotiation with a story.
