Operations of New Territories South (OPS NTS) conducted a major incident exercise codenamed YELLOWFORTRESS jointly with the Fire Services Department, Civil Aid Service, Hospital Authority, St John Ambulance Brigade and Hong Kong Jockey Club at Shatin Racecourse on December 15, 2022, with a view to testing and strengthening the reaction, communication and collaboration abilities of the various departments during incidents at event locations with high people flow.


The exercise simulated a fire broke out at a restaurant in Shatin Racecourse that resulted in mass casualties. The inter-departmental officers mounted a rescue operation immediately and managed the scene promptly to minimise casualties. Public announcement was made at the same time to increase transparency. Moreover, the “3R” rescue solution developed by the Information Systems Wing was employed in the exercise for the command post to grasp the precise locations and statuses of the rescue team members for enhancing the efficiency of the operation.


About 392 officers participated in the exercise, which helped strengthening their ability in planning and executing inter-departmental major rescue operations for maintaining the Force’s effective response to major incidents.
