The Chairman of the Independent Police Complaints Council (IPCC) Ms Priscilla Wong Pui-sze inspected the passing-out parade for 26 probationary inspectors and 89 recruit police constables at the Hong Kong Police College (HKPC) on February 11.
In addition to praising the Force’s efforts in tackling riots in 2019, Ms Wong affirms in her speech the contribution of the Force in response to the epidemic over the past three years. She points out that the Force has been performing various supporting duties in the frontline with various government departments to relieve the pressure faced by the public healthcare system, which fully demonstrates the Force’s motto - Serving Hong Kong with Honour, Duty and Loyalty.
Ms Wong reiterates that IPCC and the Force share common goals, hoping to promote the fairness, justice and professionalism of Hong Kong’s law enforcement system, and strive to improve the service quality of the Force. Since becoming an independent statutory body in 2009, IPCC has made more than 200 improvement suggestions to the Force through the Service Quality Improvement Initiatives mechanism. She is pleased that the Force has cooperated actively and implemented a number of enhancement measures, such as optimising the procedures of the Force, strengthening personnel training and adopting technology, with remarkable achievements.
According to the 2022 World Justice Project Rule of Law Index, as pointed out by Ms Wong, Hong Kong ranked the 6th among 140 countries and jurisdictions worldwide in terms of “order and security”. She attributes this high ranking to the professional training provided by the HKPC, as well as the tireless efforts of the entire Force.
Ms Wong hopes that the graduates will embrace future challenges with the spirit of ambition and courage to serve the public in a firm yet humane manner with a view to building mutual trust between the Force and the public, especially young people.
