Given the increasing number of deception cases, Eastern District (EDIST) officially established Operation SHIELD in July 2022 to actively engage members of various sectors to utilise community resources. A series of publicity campaigns have been rolled out through different social media platforms. EDIST held the launching ceremony of the SHIELD Fight Crime Hong Kong Island (HKI) Tram Parade at Shau Kei Wan tram terminus on February 21, 2023. The float toured from Shau Kei Wan terminus to Shek Tong Tsui terminus, promoting anti-deception information to the public along the way. Regional Commander of HKI Kwok Ka-chuen spoke at the ceremony. The four Districts under HKI joined their respective District Fight Crime Committees in setting up publicity booths to distribute pamphlets and explain anti-deception tips to members of the public to avoid their falling prey to scams.


Officiating guests included District Officer (Eastern) Mr Chan Sheung-man, members of the Legislative Council Ms Yung Hoi-yan, Mr Sunny Tan and Mr Lee Chun-keung, Commissioner of the Hong Kong Road Safety Patrol Mr Cheung Ka-ho, Eastern District Council members as well as Chairmen and Deputy Chairmen of each District Fight Crime Committee of HKI.
