The Force’s Mainland Study Programme was suspended in the previous three years due to the epidemic. As the epidemic has eased and under full support of the Ministry of Public Security and the Police Liaison Department of the Liaison Office of Central People’s Government in the Hong Kong Special Administrative Region, the Hong Kong Police College (HKPC) swiftly arranged the first post-pandemic Mainland Study Group. Superintendent Yin Hiu-yu, as leader of the group, led five inspectorate and nine junior officers to visit Guangzhou and Shenzhen for exchange and study between February 20 and 24. The group was accompanied by Superintendent of HKPC Man Ngar-man for coordinating the re-establishment of connections with the Mainland counterparts.


The Guangdong Police College arranged three thematic lectures, namely the Spirit of the 20th National Congress, Strategy of Technology Education for National Development and “How Hong Kong can better integrate into the National Development Plan and the Development of Guangdong-Hong Kong-Macao Greater Bay Area”. The lectures, with their rich contents, gave the officers an in-depth understanding of the overall national development strategies and unique strengths of Hong Kong so that they could take the opportunity to integrate into the nation’s overall development.


The group visited the Criminal Technology Institute of Guangzhou Public Security Bureau and Bagualing Police Station of Shenzhen Public Security Bureau to experience on-site how the technology institute provided integrated forensic examination, evidence collection and technical support for public security agencies, and how the police stations used technology to manage public security and traffic control, and to improve the quality of service. The group also visited some renowned IT enterprises to learn about their roles in the rapid national development and to deepen the group members’ understanding about the national efforts in inspiring and nurturing IT talents. The officers also went to the Exhibition of 40 Years of Reform and Opening-up in Guangdong to know about the transformational growth and development of Guangdong Province. The programme helped the members enhance their understanding of national affairs, national strategies and police work of the Mainland counterparts, experience the nation’s rapid IT development, and understand that Hong Kong has to take the initiative to dovetail with the overall national development more proactively.


HKPC is striving to negotiate with the collaborating partners in the Mainland for full resumption of training and exchange events in the Mainland to enhance officers’ understanding of the history and development of our country, as well as their professional capabilities to tackle challenges ahead.
