Hong Kong Police College held two rounds of the Management Development Programme themed “Spirit of Two Sessions” at the Senior Officers’ Mess on June 5. Hong Kong members of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) Mr Tsang Wai-hung and Mr Lau Yip-shing were invited to be the keynote speakers. Commissioner Siu Chak-yee and more than 140 officers, including civilian equivalent and auxiliary officers at the rank of senior superintendent or above, attended the Seminar.


Mr Lau focused on the charters and agendas of the first session of the 14th National People’s Congress and the first session of the 14th CPPCC National Committee (the Two Sessions) , as well as their relationship with Hong Kong. He also shared the spirit and achievement of the Two Sessions, along with the party and country’s significant accomplishments over the past five years. He mentioned that socialism with Chinese characteristics and Chinese-style modernisation were practised nationwide for achieving rejuvenation of our nation. Mr Lau reiterated that as a witness, participant and promoter of the nation’s modernisation, Hong Kong should seize the golden opportunities for governance and prosperity in order to achieve long-term stability and prosperity. Mr Lau encouraged the Force to stay resolute and steadfast in upholding the constitutional order as determined by the Constitution and the Basic Law, and to safeguard national sovereignty and security.


Mr Tsang then shared his exposure and experience as a Hong Kong member of the National Committee of CPPCC and introduced the relationship between the Two Sessions and the 20th National Congress of the Communist Party of China, the country’s political structure and their key roles in the governance and development of the country. He also introduced the specifics of the Xi Jinping Thought and the country’s affection for Hong Kong. He pointed out that Hong Kong must make good use of its competitive edges, follow the correct development path steadfastly, and make positive contributions to the prosperity of the country. He encouraged the Force to fully support the nation’s development and safeguard national security with the “Confidence in Four Aspects”, namely the confidence in the theory, system, culture and path of socialism with Chinese characteristics.


Subsequently, the keynote speakers shared opinions with the attendees, who found the seminar inspiring and said that they would work more dedicatedly in their respective posts to support Hong Kong playing its role in the country’s overall development.
