The Narcotics Bureau organised the International Narcotics Command Course 2023 (INCC 2023) between May 15 and 19 for overseas law enforcement agents. A total of 28 officers from the Mainland, Macao Special Administrative Region, Australia, Germany, Japan, Malaysia, the Netherlands, New Zealand, the Philippines and Singapore, attended the course. It was the first post-pandemic offline course serving as a platform for overseas law enforcement agents to exchange intelligence and have discussion on how transnational drug activities could be tackled.


INCC 2023 covered topics on combatting narcotics and in the enforcement domain. Expert speakers from the Department of Justice, Hong Kong Federation of Youth Groups, Society for the Aid and Rehabilitation of Drug Abusers, Central Narcotics Bureau of Singapore and the Hong Kong Police Force were invited to lecture on their expertise. Representatives of the law enforcement agents also shared the latest drug situations and enforcement operations of their jurisdictions. The participants commented that INCC 2023 served as a very practical platform for them to share their local drug issues with others and build an interpersonal network.
