Police Tactical Unit (PTU) Headquarters conducted a joint-departmental major incident exercise on June 6 at Sinopec Hong Kong Oil Terminal in Tsing Yi. Over 600 officers from PTU, Counter Terrorism Response Unit (CTRU), Force Media Liaison Cadre and Fire Services Department (FSD), as well as staff of Sinopec (Hong Kong) Petroleum Holding Company Limited (Sinopec), took part in the exercise.


The exercise simulated a group of four armed culprits who trespassed the largest single oil depot in HK to set fire, leading to a fire and mass casualty of the staff. PTU and CTRU arrived at the scene to pursue the culprits and coordinate with FSD officers for rescue operation. In the meantime, Patient Tagging System for Multiple Casualties Incidents was adopted and over a hundred Sinopec staff were timely evacuated. PTU and CTRU subdued the four culprits promptly.


In his speech, PTU Commandant Mok Hing-wing thanked FSD and Sinopec for their full support in the exercise, which enhanced operational readiness of various stakeholders for major incidents.
