Commissioner Siu Chak-yee attended the annual luncheon with the Independent Police Complaints Council (IPCC) at the Senior Officers’ Mess on July 25. The event was resumed for the first time after a hiatus since 2019. IPCC Chairman Ms Wong Pui-sze, together with 14 IPCC members and secretariat staff, attended the luncheon to exchange ideas and enhance communication.


During his opening speech, the Commissioner affirmed the professionalism of the Complaints Against Police Office (CAPO) in handling complaints and emphasised the Force’s full cooperation with IPCC in discharging its statutory functions under the two-tier police complaint handling system. He also mentioned the Force’s commitment to preventing complaints through continuous improvement of officers’ professional knowledge, empathy and communication skills in their daily interaction with the public. The Force also makes efforts to enhance the public’s knowledge about frontline police work through various platforms, aiming to avoid complaints arising from misunderstandings.


Ms Wong recognised CAPO’s professionalism in handling complaints and thanked CAPO for arranging visits to different police units for IPCC to understand police work in different areas and the challenges faced by frontline officers. Furthermore, she commended the proactive approach taken by the Force in following up the recommendations put forward by IPCC for addressing the Force’s procedural imperfection found in vetting of the complaints.


CAPO will keep collaborating with IPCC to optimise the Force’s services continuously and enhance the integrity of the complaints against police system.
