Given the positive feedback from the community to the Youth Crime Prevention Booklet launched last September, the Public Relations (PR) Wing publishes the Youth Crime Prevention Booklet (2023 Edition) this year on the basis of recent youth crime situation. The new Booklet is being despatched to all schools in Hong Kong from September 12 onward, with the aim to provide information on the latest and most common modus operandi and corresponding tackling strategies to teachers, parents and educators in the new school year to fully support their crime prevention education efforts.
The new edition has three highlights. The first one is authenticity and accuracy. The Booklet is themed with the crimes that teenagers commonly commit. Genuine case examples, modus operandi of such crimes and relevant court rulings are listed under each topic. The “words of caution” help teachers and parents identify misbehaviour of youngsters at an early stage. The second highlight is comprehensiveness and practicality. All relevant and practical information has been gathered in the Booklet to facilitate easy use by teachers and parents. The third highlight is synergistic integration of online and offline resources. PR Wing has prepared a set of teaching materials and five crime-prevention videos for reference of teachers, parents and educators to assist them in inspiring students’ diverse thinking, thereby establishing the appropriate values.
Commissioner Siu Chak-yee hopes that teachers and parents will utilise the two Booklets simultaneously for crime prevention education as there are new students every year and education requires continuity. He also emphasises that promoting youth crime prevention needs the assistance and support from various sectors. When noticing teenagers on the brink of committing crimes, stakeholders may play the role of “kindhearted citizens” and “companions” to guide the youngsters and prevent them from venturing into the abyss of illegal activities. About youth crime prevention, the Commissioner points out, “Apart from law enforcement, education is even more crucial. It should start early, continue consistently, and most importantly, be done cooperatively.”
The new Booklet is being distributed to all primary and secondary schools, school sponsoring organisations and youth service organisations. It is available for free distribution at the Police Officers’ Club and Police Sports and Recreation Club, as well as for borrowing from public libraries. The e-booklet has also been uploaded to the websites of the Police, Education Bureau and EdCity.
