Operations Wing of Hong Kong Island (HKI), in collaboration with the Hospital Authority, Fire Services Department, Transport Department, Electrical and Mechanical Services Department, Lands Department and Hongkong Electric, conducted an inter-departmental major incident exercise codenamed PHOENIXSPIN at Tung Wah Eastern Hospital in Happy Valley on November 5. The exercise simulated a large-scale power outage in the area.


The first part of the exercise was a tabletop simulation of a major power outage caused by a serious traffic accident, with lifelike situations in Wan Chai District during peak hours triggering a sequence of events. Various unexpected incidents requiring immediate deployment of the respective departments were also included in the exercise to test their response capabilities and corresponding plans, as well as their collaboration and communication with stakeholders. The second part of the exercise was a practical simulation of power outage in Tung Wah Eastern Hospital, during which its backup generators also failed, resulting in the need for urgent transfer of some patients to other hospitals. The exercise aimed at testing and strengthening the personnel’s ability on planning and executing large-scale inter-departmental rescue operations.


The Geospatial Analytics, Information and Applications (GAIA) system developed by Information Systems Wing’s Innovation and Solution Lab was applied for the first time in the exercise. The system is able to provide spatial information of a specific location by presenting the images of various terrains and buildings in a 3D format for the participating units to acquire information of the relevant terrains and situation promptly in case of an accident for formulating and executing an optimal action plan.
