To raise frontline officers’ counter-terrorism (CT) awareness and their command and control ability in response to terrorist attacks, the Emergency Unit of New Territories North (EU NTN) conducted a CT exercise codenamed STORMSHIELD on November 7. The exercise simulated a terrorist attack causing mass casualties at a carnival. Officers attended the scene swiftly, made immediate tactical intervention, subdued all the terrorists, rescued the citizens and evacuated members of the public in a safe and orderly manner. A Mobile Command Post was set up and the Patient Tagging System for Multiple Casualties Incidents was activated to monitor the flow of casualties in real time.


The exercise was participated by more than 300 officers from EU NTN, Police Tactical Unit, Yuen Long District, Counter Terrorism Response Unit, Explosive Ordnance Disposal Bureau and graduates of Police Oriented Tactical Emergency Medicine Course. In addition, members of Police Mentorship Programme, Project ACHIEVE, Junior Police Call and Senior Police Call also took part in the exercise to promote the CT concept of “Run, Hide, Report” and “Spot and Report”.
