The Police College (the College) signed a Memorandum of Understanding (MOU) with three education institutions on January 19 to announce the launch of the “Diploma of Applied Education (DAE) - Police Cadet Training” Programme with Caritas Institute of Community Education (CICE), Hong Kong College of Technology (HKCT) and Hong Kong Institute of Technology (HKIT) in the 2024/25 academic year, with a view to providing practical knowledge and preparatory training for persons interested in joining the Force. Students who successfully complete the programme and pass the police constable selection process may commence foundation training at the College upon successful graduation.


Witnessed by Assistant Commissioner (Personnel) Chan Man-tak, Acting Director of the College Leung Shun and Programme Director of Diploma of Applied Education of the Federation for Self-financing Tertiary Education Dr Simon Leung, Senior Superintendent of Police School of Foundation Training (PSFT) Tsang Chiu-tong signed the MOU with the Principal of CICE Mr Hung Chi-chung, the Associate Vice President of HKCT Prof Sam Lam and the President of HKIT Dr Shi Mei-chun.


The one-year programme with 600 contact hours consists of two parts. The three education institutions will be responsible for 420 contact hours, consisting of 300 contact hours of Core Courses (i.e. Chinese, English and Mathematics) and two 60-hour Complementary Courses (e.g. Interpersonal Communication and Personal Development, Career and Life Planning, etc.). The College will deliver the 180-hour Police Cadet Training Elective Cluster comprising three courses, namely Police Studies, Police Recruit Preparatory Training and Physical and Mindset Development to be conducted at PSFT, with discipline and residential training elements.


The first full-time programme will commence in September. Students who successfully complete the programme will obtain a qualification deemed comparable to the attainment of Level 2 standard in five subjects in the Hong Kong Diploma of Secondary Education Examination, which meets the academic entry requirements for police constable. The Recruitment Division will conduct the selection process during the programme. Selected candidates may commence foundation training at the College upon graduation.
