The Commandant of the Hong Kong Auxiliary Police Force (HKAPF) Yang Joe-tsi retired in April after 36 years of service in the Force. On March 22, Yang Joe-tsi served as the Reviewing Officer for the Annual Continuation Training Composite 3 cum Passing-out Parade of the Basic Training Course for HKAPF officers. Yang Joe-tsi emphasised in his speech the three core tenets of the auxiliary service: attitude, time commitment and capability. He pointed out that although auxiliary policing was amateur in nature, members should maintain enthusiasm for learning at all times, and be totally devoted to policing work in their spare time. He highlighted the lately established “professional talent database” which pooled professionals from diverse fields, provided professional support to the regular Force and demonstrated cross-sector collaboration in actual duties.


Moreover, the Police Tactical Unit (PTU) held a farewell parade on February 27, reviewing the remarkable accomplishments that Yang Joe-tsi had achieved in the Force. In his speech, Yang Joe-tsi shared his experiences in HKAPF, mentioning that auxiliary officers stood shoulder-to-shoulder with their regular counterparts all along and served the unique role of “citizen-officer”. He pointed out that there were numerous cases of auxiliary officers transitioning to regular service over the years. He expressed gratitude to the management of regular Force for their unwavering support, particularly former Commissioner Siu Chak-yee who attached great importance to HKAPF. He encouraged auxiliary officers to uphold the collaboration model of “integrated auxiliary-regular policing” and his creed that “amateur service does not compromise professionalism.”


During Yang Joe-tsi’s tenure, he introduced a series of reforms including the introduction of the Auxiliary Police Attendance Management System in 2015 which boosted the transparency and discipline of HKAPF. He also continuously enhanced training and equipment of HKAPF, enabling it to demonstrate elevated enforcement professionalism in major operations. During his tenure, the daily auxiliary deployment surged from 150 in 2018 to 600-700 today, and numerous professionals were attracted to join HKAPF, injecting diverse perspectives into the Force.
