To elevate the professionalism of the Force and attract outstanding talents, the Police College (the College), in collaboration with Caritas Institute of Community Education, Hong Kong College of Technology and Hong Kong Institute of Technology, launched the new “Diploma of Applied Education (DAE) - Police Cadet Training” for the 2024/25 academic year in order to provide comprehensive training for young individuals aspiring to join the Force. The programme carried forward the spirit and mission of the former Police Cadet School.


116 cadets completed the programme and participated in the passing-out parade at the College on May 3. In his speech, Commissioner Chow Yat-ming encouraged the cadets to carry forward the spirit of the Police Cadet School, uphold the core values of “wisdom, courage, integrity, and perseverance”, and continue contributing to Hong Kong’s prosperity and stability.


Historical legacy and mission of new era


The Force established the Police Cadet School in 1973 to offer professional training for youths. Over the years, the school nurtured more than 4 000 young individuals, supplying talents to the Force and other industries until its closure in 1990. Today, the Force has moved with the times and partnered with the three institutions to introduce a new programme to inherit the core values of the Police Cadet School, and to offer pre-employment training for young people. Upon completing the programme, the graduates will meet the entry requirement of academic qualification for recruit police constables (RPC). If they pass the selection process by the Recruitment Division (with the same criteria as other applicants), the graduates can enter the College directly for 27 weeks of RPC training, and become the next generation of police elites.


Course objectives and design


The course aims at deepening the participants’ understanding of policing work and boosting their confidence and capabilities for joining the Force. Some instructors who graduated from the Police Cadet School guide students with their rich experience, passing down the school motto of “wisdom, courage, integrity, and perseverance”.


The programme spans a total of 600 contact hours, 180 of which are dedicated to the “Police Cadet Training” elective cluster that comprises three subjects, namely Police Studies, Police Recruit Preparatory Training, and Physical and Mindset Development. The programme will be held in three phases that combine classroom learning, group discussion, outdoor training, comprehensive assessment and entry selection. Serving police officers will act as instructors to convey knowledge and share real-world experience for the cadets to build confidence and resilience.
