The Cyber Security and Technology Crime Bureau (CSTCB) continues to work hand-in-hand with the Web3 industry in safeguarding Hong Kong’s virtual asset (VA) ecosystem. Over the past six months, CSTCB has actively engaged with stakeholders across the sectors to reinforce its collaborative leadership.


To promote cybersecurity in the VA industry, CSTCB was invited to take part in the Cyberport Blockchain Security Summit 2025 on April 2, 2025. Chief Superintendent Lam Cheuk-ho delivered the opening address, highlighting emerging threats and the significance for VA service providers, regulators and law enforcement agencies to assume their collective responsibilities. Chief Inspector Ngan Hoi-ian participated in the panel discussion, sharing insights on crime trends, precedents and anti-money laundering experience in the VA sector.


Meanwhile, demonstrating its commitment to fostering cross-sectoral collaboration, CSTCB sent Superintendent Hui Yee-wai to join the 11th Asia and Pacific Regional Conference of the International Association of Prosecutors 2024 held on November 29, 2024. During the conference, she shared her practical experience in tracing VA and prosecuting cyber offences, providing valuable operational perspectives in tackling crime in the digital age.


CSTCB also actively liaises with the VA industry and compliance sectors. Its officers engaged with leading industry players during a panel discussion hosted by the Association of Blockchain Compliance Professionals on March 31, 2025 and a sharing session at the Hong Kong Web3 Festival on April 8, 2025. By offering law enforcement perspectives on various aspects, CSTCB reaffirmed its commitment to building strong partnership with stakeholders and shaping a safer and more sustainable Web3 ecosystem.


Recognising the importance of early education, CSTCB, invited by the University of Hong Kong (HKU), delivered an introductory session for secondary school students on January 4, 2025. By inspiring future generations to embrace responsible digital values, CSTCB is nurturing the next wave of leaders for the VA economy.


Furthermore, CSTCB collaborated with HKU in developing CryptoTrace, a proprietary VA analytics tool that empowers the investigation units with advanced blockchain intelligence and analysis capabilities. To further strengthen frontline officers’ capabilities in handling VA-related investigations and support the newly established Regional Anti-Deception Unit of New Territories South, CSTCB organised a VA Investigation and CryptoTrace Training Course on March 28, 2025 to enhance officers’ overall investigative capacity in the VA domain.


Looking ahead, CSTCB will continue to strengthen its cooperation with stakeholders and commit to fostering a secure, resilient, and responsible VA ecosystem.
