From May 10 to 13, Commissioner Chow Yat-ming led a delegation to attend the 18th Pearls in Policing Conference and World Police Summit 2025 in Dubai, the United Arab Emirates (UAE).
Pearls in Policing
The theme was “Enhancing Ethical Policing in a Rapidly Changing Landscape Dominated by Technology” this year. 30 law enforcement leaders and academics from 24 countries, regions and international organisations conducted in-depth discussions. Senior Superintendent of Cyber Security and Technology Crime Bureau Leung Oi-lam represented the Force to take part in the International Action Learning Group (IALG). She attended seminars which took place in the Netherlands, Canada and UAE between November 2024 and May 2025, together with representatives from overseas law enforcement agencies and organisations. They engaged in discussions, field visits and group work. Leung Oi-lam’s group presented their findings on Cybersecurity and Awareness of Technology Risks on the first day of the conference. The presentation was well received by the organiser, conference delegates and participating experts.
Pearls in Policing is an international think tank where top executives in law enforcement meet to exchange ideas, experience and knowledge in a collaborative setting, and to strengthen collaboration among them.
World Police Summit
The Commissioner also spearheaded a 13-member delegation, comprising the then Director of Management Services Lui Kam-ho, Chief Superintendent of Support Wing Sit Ka-ho and Senior Superintendent of Digital Policing Services Bureau Mohammed Swalikh, to attend the World Police Summit 2025 hosted by the Dubai Police in Dubai, UAE. During the summit, the Commissioner had a bilateral meeting with the Commander-in-Chief of Dubai Police Lieutenant General Abdullah Khalifa Al Marri, where they exchanged views on combatting transnational crime and organised crimes, application of advanced technology, mutual visits and training. Both sides agreed to strengthen cooperation.
At this summit, a total of 12 awards were presented to recognise awardees’ excellent achievements within the fields of policing and public safety. The Force’s emergency rescue mobile app HKSOS won the Best Innovative Idea in Safety and Law Enforcement Award. To date, the Smart Rescue Ecosystem with HKSOS being the crux has garnered 14 international awards, showcasing its innovative concepts and practical results in the global search and rescue sector.
In addition to attending the summit, the Force was also invited by the Dubai Police to conduct Signal Radar drone tests at a remote mountainous region in Hatta to assess the signal stability of HKSOS in unique geographical and climatic condition. During the tests, Dubai Police expressed great interest in this long-range detection patented technology, noting that it was conducive to enhancing the efficiency of search and rescue missions.
The summit provides a sharing platform on various themes for global law enforcement leaders and experts. Awards were also presented to recognise those individuals and organisations that assisted in the development of policing and security.
