e-FPNs to be launched
The Force will launch fixed penalty notices (FPNs) digitalisation from June 15. Electronic FPNs (e-FPNs) will be issued through verified e-contact means collected by Transport Department (TD). Vehicle owners, driving licence holders, as well as licence and permit holders will receive penalty notices in accordance with the way that the registrations were made after submitting verified e-contact means to TD. For example, offenders will receive penalty notices via SMS if they have submitted their mobile numbers, while those who have submitted their email addresses will receive penalty notices via email.
To facilitate public adaptation, the Force will implement a dual-track transitional arrangement. During the initial phase, printed physical copies of FPNs will still be issued on-site alongside e-FPNs, allowing offenders to choose to pay by electronic or physical means. In alignment with the new measures, the Force will launch the dedicated e-FPNs Ticket Platform (the platform) website and mobile app concurrently, enabling the public to check e-FPNs details anytime anywhere and make electronic payments, while maintaining traditional payment options.
Internal training
To ensure frontline officers fully understand the arrangements, the Traffic Branch Headquarters (TBHQ) conducted three internal briefing sessions in mid-May 2025 for District Operation Officers, supervisors of Regional Traffic Teams and District Traffic Teams, detailing procedural changes, points to note and features under the FPNs digitalisation.
Public promotion and education
On May 22, TBHQ held a press conference to explain the specific arrangements and features of FPNs digitalisation, with particular emphasis on relevant anti-scam measures. A large scale promotion campaign featuring artiste Ms
Lau Wing-shuen, the appointed ambassador, has also been launched through television and print advertisements across the territory to enhance public understanding of the new measures.
Expert validation
TBHQ held its third sharing session with five IT experts including Honorary President of Hong Kong Information Technology Federation Mr Fong Po-kiu on May 27. Participating experts conducted final test on the platform and its mobile app, and assessed the smooth browsing, user-friendliness and security of the platform from professional perspective before its official launch.
Robust anti-scam measures
The Force have joined the SMS Sender Registration Scheme. All e-FPNs SMS will display “#HKPF-eTT” as the sender ID. e-FPNs will never contain hyperlinks. Do not click if you receive so-called “penalty notice” with hyperlinks, and do not provide any personal or bank account information. Moreover, the platform website will always end with the “.gov.hk” domain.
