The Anti-Deception Coordination Centre (ADCC) under Commercial Crime Bureau (CCB) has collaborated with the anti-scam centres from a total of nine countries and regions, namely Australia, Canada, Indonesia, Macao, Malaysia, the Maldives, Singapore, South Korea and Thailand, and jointly established the Cross-border Anti-Scam Collaboration Platform “FRONTIER+” since October 2024 with the aim of enhancing intelligence exchange and joint operations to disrupt scams and related cyber and money-laundering crimes.


Between April 28 and May 28, 2025, the Force and six FRONTIER+ members, namely Macao, Malaysia, the Maldives, Singapore, South Korea and Thailand, conducted the first joint operation, deploying over 2 700 law enforcement officers, identifying and dismantling several cross-border scam syndicates. More than 1 800 subjects (aged between 14 and 81) were arrested involving more than 9 200 scam cases, including online shopping scams, telephone deception, investment scams, rental scams and employment scams, with a total loss amounting to HK$1.75 billion. Nearly 33 000 bank accounts were frozen and payment to fraudsters of approximately HK$157 million were intercepted in the operation. Moreover, ADCC expanded its Upstream Scam Intervention Scheme through FRONTIER+ and identified two victims from Singapore and Macao, preventing them from incurring further financial losses.


On June 2, the Force organised the Operation Conclusion Meeting with representatives of the operation in Hong Kong. Attended parties discussed the operation results and shared the best practices in combatting scams, and unanimously agreed that international collaboration is conducive to strengthening the members’ capability in fund tracing and asset recovery. Subsequently, members of the operation conducted a joint press conference in Hong Kong on June 3. Speaking at the press conference, Chief Superintendent of CCB Wong Chun-yue emphasised that this cross-border anti-scam law enforcement operation successfully disrupted several scam syndicates and demonstrated the importance of international cooperation. The Force and FRONTIER+ members will invite anti-scam centres of more jurisdictions to join in order to expand the network of the platform and enhance enforcement efficiency.
