The Police College (College) Integrated Training Centre (Kong Nga Po) located at Kong Nga Po (KNP), Fanling, will be completed in two phases. The construction works of phase one will be completed in July. The Police Driving and Traffic Training Centre (PD&TTC) as well as Weapon and Tactics Training Facilities in Fan Garden, Fanling will be relocated to the new training centre. Highlights of the venue include a brand new Major Traffic Accident Training Scene, Virtual Reality Traffic Accident Training System, 300m Tactical Driving Training Track, Advanced Tactical Driving Training Track and Upgraded Motorcar and Motorcycle Training Grounds. For Tactics Training Facilities, there will be Breaking Equipment Training Field, mock urban areas and a replica marine vessel.


The new training centre occupies 19 hectares which is equivalent to 26 standard football pitches. The works are in line with the government’s environmental goals using Modular Integrated Construction (MiC). The venue will be fully equipped with charging facilities for electric vehicles. Director of Finance, Administration and Planning Chan Chun-tak, Chief Superintendent of Planning and Development (P&D) Branch Lee Nga-lai and Deputy Director of the College Choi Tung-tsoi conducted the final stage inspection of the phase one works with the team on May 23.


Phase two is expected to be completed in February 2026. Ma Tso Lung firing range, Lo Wu firing range and the helipad will be relocated to the new training centre by then. Moreover, an entirely new Specialist Operations Training Facility (SOTF) embodying a mock railway station and carriage, as well as a replica airport and airliner will be constructed in phase two.


In view of the mega scale of this project, the team has encountered much difficulty from seeking funds at the Legislative Council, planning and design, mechanical and electrical installations, interior decoration, to procurement of large scale and replica installations. P&D Branch and various stakeholders respond innovatively to address the issues together. The timely completion of phase one reflects the meticulous synergies amongst P&D Branch, the College and various stakeholders.
