Deputy Commissioner (Management) (DCP MAN) Chan Joon-sun led a delegation to visit Hubei and Shanghai between June and July, aiming to deepen exchanges on policing tactics, training and technology application with public security units in Mainland.


DCP MAN first led a four-member delegation to visit the Yichang Municipal Public Security Bureau (PSB) in Hubei from June 23 to 27 and attended the closing ceremony of a training programme on tactical exchanges with Mainland instructors. This eight-day practical training programme was conducted by Instructor Team of Weapon Training Division of the Hong Kong Police College with over 70 Mainland Instructors. At the closing ceremony, DCP MAN emphasised that the Hong Kong Police Force (HKPF) will continue to strengthen the collaboration with Mainland law enforcement agencies and to jointly contribute to national security and development. The delegation also visited the Hubei Provincial Public Security Department and Wuhan University. They had in-depth discussions with the university management on police recruitment strategies and professional development, and also met with Hong Kong students in the university.


From June 30 to July 3, led by DCP MAN and Director of Management Services Chiu Wing-lan, another four-member delegation visited the Shanghai Police College (SPC) and met with its Executive Vice President Mr Xu Jing. They discussed matters regarding police training exchanges between the two places. DCP MAN expressed special gratitude for SPC’s longstanding support for HKPF’s training activities in the Mainland. Both parties affirmed the achievements of previous training exchange programs. Furthermore, the delegation toured the special police department and command centre of Shanghai Municipal PSB as well as the report centre of Putuo District, gaining insights into how AI and big data technology enhanced policing efficiency. This exchange held significant reference value for the future development of HKPF’s integrated command system.


Subsequently, the delegation took the opportunity to visit the HKSAR Government’s Economic and Trade Office in Shanghai (SHETO) and met with the Director of SHETO Ms Aron Laura Liang, expressing gratitude for the SHETO’s support of the Force’s recruitment activities in the Mainland. The delegation was also invited to attend the “July 1 Anniversary Celebration and Banquet” hosted by SHETO. At the banquet, DCP MAN delivered a speech, reviewing the development achievements since Hong Kong’s return to Motherland.
