Emergency Unit (EU) of New Territories South (NTS) conducted trainings for officers from Regional Response Contingent of NTS and various Formations on May 28. EU NTS also demonstrated the standard procedures for setting up a Mobile Command Post in outdoor environment. It provided refresher training for the Chainsaw Cadre on June 13 to strengthen the officers’ efficiency in the chainsaw operation during emergency rescue operations.

New Territories North (NTN) organised an Extreme Weather Response Workshop on June 10. Over 50 officers from various Districts participated in the workshop which covered several areas including preparatory work by different units, collaboration with various government departments during extreme weather, as well as introduction and demonstration of equipment by EU. The workshop also featured a tabletop exercise, where frontline officers’ ability and confidence in handling extreme weather incidents were strengthened through the discussion of real-life case studies. Participants actively shared experiences and engaged in interactive exchange sessions.

Tseung Kwan O District (TKODIST) and Sai Kung Division (SKDIV) jointly organised an Inter-departmental Exchange Forum on Extreme Weather Response with the Sai Kung District Office on June 25. The forum was attended by 200 frontline officers of the Force, Fire Services Department (FSD), Drainage Services Department (DSD), Civil Engineering and Development Department (CEDD), Highways Department, Transport Department, Social Welfare Department, Education Bureau, Lands Department, Leisure and Cultural Services Department, Food and Environmental Hygiene Department, and Housing Department.


District Officer (Sai Kung) Ms Ma King-fan and District Commander of TKODIST Mak Man-yu delivered speeches at the forum, emphasising the importance of government departments to work together in dealing with extreme weather conditions, as well as the government’s determination to safeguard public safety.


Representatives shared their contingency plans, command structures and matters that should be paid attention to in emergency response and rescue operations in a bid to enhance the rescue capability of frontline officers.

Yuen Long District (YLDIST) rolled out Project WINDBREAK in 2020 with a view to enhancing the capabilities of villagers to stand ready for the extreme weather in the areas of early warning, preparedness, emergency response and recovery. In May 2025, officers of YLDIST, together with the representatives and volunteers of FSD, Home Affairs Department (HAD), DSD, Civil Aid Service (CAS), Community Resilience Service of Hong Kong Red Cross, YLDIST Junior Police Call (JPC) and Senior Police Call (SPC), and FSD Community Emergency Responder Honorary Presidents’ Association, took the lead to visit the low-lying villages where flooding frequented in the past and distributed waterproof fortune bags containing emergency blankets, multi-functional key lights, whistles, towels, gloves and information leaflets on disaster prevention to the villagers. This year, the Honorary Presidents’ Councils of YLDIST JPC and SPC, and the FSD Community Emergency Responder Honorary Presidents’ Association donated a batch of flood prevention sandbags to meet contingency needs.


On June 18, YLDIST conducted a seminar on emergency response to disasters together with FSD, HAD, Hong Kong Observatory, DSD, CEDD, CAS and Community Resilience Service of the Hong Kong Red Cross. The seminar attracted the participation of around 100 community leaders and villagers. Lastly, Regional Crime Prevention Officer of NTN shared tips on anti-deception with the attendees, hoping to enhance the public’s immunity to scams.
