On July 16 and 17, Director of Management Services (DMS) Chiu Wing-lan led officers from the Service Quality Wing to visit two departments responsible for ethics governance as well as financial investigation and anti-corruption respectively at the INTERPOL’s headquarters in Lyon, France. They were the Office of Internal Oversight and the Financial Crime and Anti-Corruption Centre.


The delegation gained a deep understanding of INTERPOL’s strategies and initiatives for promoting ethics governance as well as the recent workshops and forums designed to strengthen the integrity and professional standards among supervisors and staff at all levels. The delegation also shared Hong Kong Police Force’s experiences and achievements in advancing good ethics governance and introduced the Integrated Integrity Management Framework which included the four-pronged approach and related measures. Both parties explored future collaboration in advancing police ethics governance, including regularisation of professional training and exchanges. They also jointly examined the upcoming integrity related challenges faced by both parties, such as potential ethical risks faced by police officers in the use of AI.


The exchange achieved fruitful results. Both parties reached a consensus to jointly uphold ethics governance and foster a positive organisational culture.
