Assistant Commissioner (Service Quality) Tsui Sheung-yee led a six-member delegation to Beijing from July 8 to 11, undertook substantive exchanges on ethics governance with the National Supervisory Commission (NSC) and the Beijing Municipal Public Security Bureau (BMPSB).
The delegation engaged in focused discussions with the NSC under the Beijing Xicheng District Supervisory Commission and the Shijingshan Branch of BMPSB. These sessions provided deep insights into the Mainland’s strategic frameworks, concrete measures and demonstrable achievements in ethics governance. In turn, the Hong Kong delegation shared the Force’s experience and achievements in implementing its ethics governance system. They detailed the Force Strategy for Integrity Management (FSIM), emphasising its four-pronged approach of “Education and Cultural Building, Governance and Control, Enforcement and Deterrence, and Reintegration and Support”. Future initiatives were also outlined, including plans to establish regular collaborative training and exchange programs with relevant institutions to further advance police ethics governance.
Complementing the talks, the delegation toured the Shijingshan district detention facility in Beijing to observe the application of smart detention solutions and modern management practices. The visit also included the Beijing government affairs service centre, where delegates comprehended how the centre utilised big data technology to integrate and analyse public inquiries.
