Kwai Tsing District (KWTDIST) established the Kwai Tsing (KWT) PROTECTOR as an initiative to enhance the security of critical infrastructure. An appointment ceremony was held on June 10 at the New Territories South (NTS) Regional Headquarters, during which Regional Commander (RC) of NTS Mak Chin-ho appointed 34 critical infrastructure enterprises as alliance members. Attendees included the then District Commander of KWTDIST Au Yeung Mun-yee, Deputy RC of NTS Yeung Man-pun, over 60 representatives from critical infrastructure enterprises and officers from Critical Infrastructure Security Coordination Centre, Counter Terrorism Response Unit, Marine Port District, Traffic and Crime of NTS.


KWT PROTECTOR encompasses six key industry sectors: container port, logistics, oil depots, dockyard, transportation and related fields. Members may share intelligence instantly and report suspicious activities swiftly through a 24-hour real-time reporting platform and communication mechanism. The system supports a proactive, intelligence-driven approach to security, aligning with the “intelligence-led, prevention-first” strategy.


To further strengthen preparedness, KWTDIST, in partnership with other counter-terrorism units, will conduct regular small-scale, scenario-based interdepartmental drills. These exercises will simulate critical incidents such as hazardous material spills, unauthorised intrusions and cyberattacks, with a view to refining coordination and operational efficiency between law enforcement and industry partners during emergencies.
