To support the preparations for the 15th National Games, Operations of Kowloon East (KE) held the first Event Mobility and Flow Simulation Course from July 7 to 11, with an opening ceremony officiated by the Regional Commander of KE, Dr Law Yuet-wing. Hosted by a team of experts from Singapore and technically supported by Dr Wu Jiahui of the Hong Kong University of Science and Technology, the course attracted officers from Operations Wing, the five land Regions and the Police College.
The course focused on the application of micro-simulation software, Vissim and Viswalk, including pedestrian flow analysis, vehicle demand forecast, crowd control at MTR stations and emergency evacuation planning for large venues. National Games Special Duties Team of KE, in collaboration with Dr Wu Jiahui, presented a case study on Kai Tak Sports Park, demonstrating data-driven crowd management solutions. Participants worked in groups to simulate different scenarios, including post-concert dispersal at AsiaWorld-Expo, crowd management following the fireworks display at Tsim Sha Tsui and peak period flow control during the Lunar New Year Fair at Victoria Park. Innovative solutions were presented during the debriefing sessions.
To further promote smart policing, KE plans to train additional officers within this year and launch advanced courses, thereby continuously elevating officers’ professional standards in security and crowd management of major events.
