Since 2021, the Police College (the College) and Tsinghua University have jointly organised the Executive Master of Public Administration (EMPA) Hong Kong Programme. The second cohort of 26 officers in total, comprising 22 police officers and four officers from other disciplined services departments (DSDs), attended the Commencement Ceremony of School of Public Policy and Management (SPPM) of Tsinghua University in Beijing on June 22.


Deputy Director (2) of the College Choi Tung-tsoi attended as a guest to congratulate the graduating trainees and gave recognition for their persistence in overcoming the difficulties in the learning process. Three trainees of this cohort, namely Superintendent Tai Yan, Chief Inspector Law Hoi-ming and Assistant Divisional Officer of Fire Services Department Mr Fung Yiu-kei, received SPPM’s Outstanding Thesis Awards. Tai Yan was even granted the Award of Tsinghua University’s Outstanding Thesis. During the graduation forum, Tai Yan and Law Hoi-ming expressed gratitude to Tsinghua University and the College on behalf of this cohort of trainees for their continued support for cultivating Hong Kong’s disciplined services talent and pledged to apply what they have learnt.


Recruitment for the sixth cohort to start soon


A total of 121 police officers (at ranks from Police Constable to Senior Superintendent) and 27 officers from DSDs and Security Bureau have been enrolled in the EMPA programme since its introduction so far. Recruitment exercise for the sixth cohort will commence in Q4 2025 and details will be announced on POINT. Interested and qualified officers are welcome to apply. Successful applicants from the Force will be given full sponsorship for the course covering tuition fees, study grants and study leave, etc. For enquiries, please contact Learning Projects Division, School of Specialised Learning of the College at 3661-5148.
