To ensure the smooth opening of Kai Tak Sports Park (KTSP), the government established the Inter-departmental Preparation Team for KTSP Commissioning in 2024, with the Force as a core member responsible for coordinating security and contingency operations. Upholding the spirit of “One Government, One Team”, the team collaborated efficiently with other departments to complete all preparatory tasks, earning the Chief Executive (CE)’s Award for Exemplary Performance.


Under the leadership of the then Director of Operations Chan Tung, Assistant Commissioner (Operations) David Jordan and Regional Commander of Kowloon East Dr Law Yuet-wing, the Team conducted approximately 20 test events within five months, including five large-scale drills, mobilising around 140 000 civil servants. The Force meticulously developed comprehensive security measures, encompassing entry screening, crowd and traffic flow control, and perimeter patrols. Additionally, the Force launched several innovative initiatives, including the “Easy Leave” website which utilised AI-driven analytics to provide real-time updates on estimated egress times and crowd density at KTSP, and live traffic information. In addition, Info Music Stations were set up along exit routes to optimise crowd dispersal and traffic arrangements. Furthermore, the Force integrated counter-terrorism joint exercises, strengthening the venue’s overall preparedness through cross-departmental collaboration and laying a solid foundation for future major events.


On July 23, CE Mr John Lee presented the commendation at the presentation ceremony, praising the Team for demonstrating exceptional organisational capabilities and meticulous professional deployment, fully embodying the team spirit of “One Government”, and successfully establishing KTSP as a world-class venue for major events. He specifically commended the Force for its outstanding contributions to security arrangements.


Since its opening, KTSP has hosted several large-scale concerts and international sports events, accommodating thousands of Hong Kong citizens and overseas visitors, fully showcasing the remarkable collaborative achievements among the cooperating departments and earning widespread acclaim. The Force will continue to uphold its professional standards and work closely with other departments to continuously enhance public safety and counter-terrorism measures, supporting the long-term efficient operation of KTSP.
