The Emergency Unit of New Territories South conducted an inter-departmental counter-terrorism and major incident exercise codenamed FLYINGEAGLE, YELLOWFORTRESS and RAINARROW at the Penny’s Bay Community Isolation Facility on August 8. The exercise aimed to enhance the coordination and immediate response capabilities among relevant government departments and stakeholders in dealing with emergencies during the 15th National Games (NG). Director of Operations Lui Kam-ho also attended the exercise to show support and provide guidance.


The exercise simulated emergency scenarios during the cross-border road cycling race of the 15th NG, namely a terrorist attack against spectators; spectators trespassing onto the race course causing mass casualties; and a missing child case. Stakeholders and over 300 representatives from 10 government departments and relevant organisations effectively deployed manpower, subdued attackers, and coordinated emergency evacuation and rescue operations.


The Force is committed to maintaining close collaboration with relevant government departments and stakeholders and making comprehensive preparations for the upcoming 15th NG.
