The Road Traffic (Amendment) Bill 2025 has come into effect on September 15 to implement the Electronic Driving Licence (eDL) Scheme. On August 28, a briefing session on the eDL was arranged by Traffic Management Division of TBHQ (TMAN) in order to enhance the knowledge of frontline officers on the eDL scheme. Around 2.5 million driving licence holders may now present their eDL with their smartphones. Superintendent Nip Hoi-kwan and Chief Inspector Leung Chun-sing of TMAN and a team of representatives from the Transport Department led by Chief Executive Officer of the Licensing Office Ms Anny Lo were present to introduce the eDL scheme to the frontline officers. The briefing session was conducted both online and offline with the participation of about 290 officers.
The speakers introduced the newly amended legislations which aimed at facilitating the implementation of eDL. Examples were given to illustrate the functions and security features of eDL as well as the procedures for the handling of offending drivers.
Participants agreed that the briefing session enhanced their knowledge on eDL and facilitated them to handle related frontline duties.
