Commissioner Chow Yat-ming attended the annual luncheon with the Independent Police Complaints Council (IPCC) at the Senior Officers’ Mess on September 29. IPCC Chairman Wong Pui-sze, together with 17 IPCC members and secretariat staff, attended the luncheon.


During his speech, the Commissioner emphasised that the luncheon serves as a valuable platform for enhancing the exchange of views between both parties and strengthening the collaborative partnership. He noted that regular exchanges help deepen IPCC’s understanding of policing and supporting the IPCC in carrying out its statutory functions under the two-tier police complaints system. The Commissioner also introduced the “SmartView” project which not only improved crime prevention efficacy and enhanced operational efficiency, but also assisted the IPCC in reviewing complaint cases through the provision of independent video evidence.


Wong Pui-sze pointed out that a stable and prosperous society is built upon fair and just systems as well as teams that earned public trust. She commended the Force for the consistently demonstrated professionalism and expressed full confidence in the two-tier police complaints system upheld by the Force and the IPCC. Wong Pui-sze also thanked the Complaints Against Police Office (CAPO) for arranging visits to various Force units for members to understand the diverse job nature of the Force and the challenges faced by frontline officers.


CAPO will continue to collaborate with IPCC closely to improve the Force’s services, and hold fast to the integrity of the complaints against police system.
